Martha Wilson was the Attorney General of the United States, heading up the U.S. Department of Justice. Originally appointed by President Garrett Walker, she was asked to continue serving into Frank Underwood's administration. In 2016, former Solicitor General and Presidential hopeful Heather Dunbar contacts her old colleague Martha, attempting to get information about Lucas Goodwin, the reporter who shot President Underwood. Dunbar was operating on the assumption that Underwood compelled the FBI into pursuing a case against Goodwin to keep him quiet, which would be an abuse of power. Wilson quickly ends the conversation without divulging any information. Shortly after, Doug Stamper meets with Martha to demand her resignation, designating her as the scapegoat for the DOJ's handling of Lucas Goodwin's case. She was able to keep her job by revealing that Dunbar had been in contact with Lucas, prompting the FBI to show up at Dunbar's Campaign Headquarters. Martha continued to serve in her position until she was replaced by Jennifer Baumgarten under Claire Underwood's presidency.
