Red Code Index was created by the United States government under Robert Redford. Administered by the Federal Communications Commission, the content rating system came about as a response to the rise of sensationalist and risqué content from creative figures such as J.T. March III. The purpose of the Red Code Index is to give content warnings before every movie and TV show that airs in the country due to the risk of alienating and offending specific groups of people including maskaphobes and survivors of the 11/2 Psychic Shockwave.[1]
