Panda

Paperwork Panda is a masked cop (whose "costume" consists nothing more but a dirty and worn-out panda mask) in the Tulsa Police Department who specializes in paperwork and protocol, both of which he takes very seriously, therefore making him very disliked.

Biography

When Chief Judd Crawford authorized lifting the gun restraint on officers after the murder of a cop by a member of the Seventh Kavalry, Panda was one of the few officers that objected, protesting that it was unsafe and breaking the rules.
