It's a rare Warner Bros. sound effect that was used in the classic Looney Tunes cartoons from the 50's to the 80's.
This is the most popular of Jet sounds used by Warner Bros., namely for whenever the Road Runner is about to streak by. It includes a very processed version of CARTOON, AIRPLANE - PROP PLANE POWER DIVE SCREAM.
It shouldn't be confused with the DePatie-Freleng Zoom Sound, which sounds somewhat similar.
