This sound effect was created by volkovsound, and can be found on the AudioJungle website. It is very likely that the whistle heard is to be that of the out-of-tune 5 chime whistle from Canadian National #3254 (so this sound should not be confused with any of the whistles available on The General Series 6000 Sound Effects Library, or to Valentino Train Steam Whistle), Tweetsie #190’s 5 chime or Renfe 242f’s whistle.
