This sound effect was originally part of the Major Records Sound Effects Library from Thomas J. Valentino but has since gone out of print after Valentino Music shut down in the early 2010s. It is the same track as Gateway Records, Tires Screeching/Sound Ideas, SKID, CARTOON - BIG LONG SKID, which was originally a Metro-Goldwyn-Mayer sound effect.
