This is a rare sound effect that cannot be found on any (already known) sound effects library, and it is going to be placed in the Unknown Sound Effects Library. The whistle heard is said to have been South African Railway steam locomotive #3664's 3 chime whistle, but it's more likely to be from a wooden toy train whistle.
