This is a rare sound effect that cannot be found in any of the (currently known) professional sound effects libraries, and it going to be placed in the Unknown Sound Effects Library, however, it is primarily heard in the tv series Family Guy.
It is possible that this sound effect are in some well known sound library CDs from 2000s or something or created by a sound designer specifically for these shows, but it remains uncertain for now.
