This is a rare sound effect used by Soyuzmultfilm. This sound was recorded specially for animated short "Passion of Spies", where it was played thrice in the 1st act of the film. Presumably, the music was written by composer Yuri Levitin, although the actual composer is not listed in the credits for unknown reasons.
Later, some pieces were used in animated short "2x2" (rus. Дважды два) from theatrical "Fitil'" series (rus. Фитиль) and the student cartoon "New Route" (rus. Новый маршрут), filmed at KhPI (Kharkiv Polytechnic Institute) specially for the Soviet TV program "Jolly Fellows" (rus. Весёлые ребята).
