It's commonly referred to as "Spencer's whistle" from the (formerly) long-running British children's television series, Thomas & Friends.

there's other Engine of the 4900 "Hall" class that can be the actual origin of this whistle. it may be Great Western Railway #5972 "Olton Hall", since its whistle sounds more like the sound effect and is said that it was in service/operational in 1989 during its restoration period.
