This sound effect can be found on the Hanna-Barbera Sound Effects Library, which was made by Sound Ideas. It includes a reverse version of CARTOON, AIRPLANE - PROP PLANE POWER DIVE SCREAM in a low pitch from the Warner Bros. Sound Effects Library. Some of its earliest uses are in The All New Popeye Hour and Back to the Future (1985), although it likely was created (probably by Ben Burtt and/or Sam Shaw) for Star Wars: Episode IV - A New Hope (1977) for the landspeeders.
