This sound effect can be found on the Hanna-Barbera Sound Effects Library, which was made by Sound Ideas. It was originally an MGM sound effect used in many of their cartoons, some of them directed by Tex Avery.

Any instance of a frying pan used to make this effect may be a myth, as it may have been a giant bowl or a colossal Asian gong of some sort. The description for the five variations of this sound on Sony Pictures Sound Effects Library Volumes 1-5 claims it was made with a can.
