This sound effect can be found on the Rocky and Bullwinkle and Friends Sound Effects Library, which was made by Sound Ideas. It is a high-pitched version of the 3rd boing from Twangy Boings 7 Type CRT015901, which was available on Cartoon Trax Volume 1, and was originally a Disney effect. The effect has also been used by Warner Bros. for some time in 1969.
