This sound effect can be found on the Hanna-Barbera Sound Effects Library, which was made by Sound Ideas. If sped up, it reveals to be a very low pitched recording of a kookaburra. Also, there is no such thing as a "columbia", though it ostensibly refers to columbiform birds such as pigeons and doves, which the recording most likely comes from neither.
