This brakes screaming sound is mostly associated with Thomas & Friends from Series 5-12.
This is a rare sound effect that is not available on neither on Cartoon Trax Volume 1, nor the Hanna-Barbera Sound Effects Library, or the Turner Entertainment Co. Sound Effects Library. It debuted in the 1964 action war film, The Train.
