This is a Skywalker Sound sound effect. It was created by Gary Rydstrom, and it debuted in Casper (1995).
The whistle heard in this recording is a Southern PS-4 3 chime. Many people said that it was from St. Louis, San Francisco (Frisco) Railway No. 1522, but it was unlikely because the engine was sporting a former Chicago, Burlington & Quincy Railroad 5 chime steam whistle around the same time Casper would be released.
It was also said to be from Southern Railway No. 630, but that engine was not operational back in 1995.
