This is a Skywalker Sound sound effect. It was created by either Gary Rydstrom or Christopher Boyes, and it debuted in The Lone Ranger (2013).
Some believed that the whistle was a CB&Q 5 Chime that was sourced from U.S. Sugar (e.x. Florida East Coast) steam locomotive No. 148. However, 148 was not operating anywhere before or during 2013.
The whistle is actually a Great Northern 5 Chime that was recorded from the life-size prop of the "Constitution" locomotive that was used in the film. However, in the film, the sound was pitched down and edited to sound a bit different than how it did on set.
