This is a Star Wars/Skywalker Sound vocal effect that was recorded by Harrison Ford for Star Wars: Episode IV - A New Hope (1977). There is no connection to the Tom Scream here. In many Mario games, as well as the Mario movies, starting with Super Mario 64, the sound effect has been provided by Charles Martinet, Kevin Afghani, and Chris Pratt.
