This sound effect can be found on W 508/509, which was made by Robert Hall Productions. It's an extended version of MOTOR, CARTOON - OLD ANTIQUE MOTOR CHUGGING, originally an RCA Victor effect that was later re-released on the Rocky and Bullwinkle and Friends Sound Effects Library.
