This is a rare sound effect that has not been identified on any (currently known) libraries. It's mainly used in Canadian animation, especially in Nelvana, Animated Audio, Emerge Post Audio and Super Sonics Post Production's works. However, it has also been used in non-Canadian productions like Cookie Jar Entertainment, DHX Media (now WildBrain) and 9 Story Entertainment. so it may be in some stock library.
