This is a rare sound effect used by Mosfilm and later by Soyuzmultfilm. It was originally recorded by sound engineer Victor Babushkin and debuted in "Workmate" segment of "Operation Y and Shurik's Other Adventures" movie in scene when loafer Fedya threw something at Shurik and when Shurik throws haystack at Fedya.
