This is a Hacienda Post and/or Jeff Hutchins sound effect, which is standalone but often is mixed with SQUISH, MUD - SINGLE MUD BUBBLE SQUISH 02.
It sounds similar to/may be a modified version of SPLAT, CARTOON - WET HIT 02.
It's mainly used by Hacienda Post/Sabre Media, but it's also used in some Oracle Post/Atlas Oceanic/Sound Rebels projects, since Jeff Hutchins' project Spongebob Squarepants uses those sound facilities as well.
