This is a rare sound effect used by Soyuzmultfilm. It was created by Georgy Martinuk. This sound made a debut in animated short "Case with the Artist" (rus. Случай с художником). Later, it used by Uzbekfilm in their shorts.
The sound effect usually used mostly for comedic situations and collisions.
