The "rude horse" character from several DePatie-Freleng shorts, who used this effect as his signature whinney/taunting laugh.
This is a rare Looney Tunes sound effect not included on the Warner Bros. Sound Effects Library. It's probably best known for being used as the laugh for a recurring horse character who appeared in several Pink Panther (and a few other DePatie-Freleng) cartoons (beginning in "Pinto Pink").
