This is rare sound effect mainly used by UPA. it was originally a Paramount sound effect that had it's debut in Max Fleischer's Color Classics cartoons, especificaly in the episode "Play Safe" from 1936. the whistle sound is said to be from a Star Brass 5 chime steam whistle.
