This sound effect can be found on the Warner Bros. Sound Effects Library, which was made by Sound Ideas. It's the original version of SKID, CARTOON - LONG AUTO SKID and was originally (and ironically) rooted from the sound library used by Warner Bros. Pictures in their live-action movies, rather than the one used in their cartoons. It later also got released on the Standard Sound Effects library.
A longer version of this effect can be found in several sequences on the library, but not as its own effect.
