This is a Skywalker Sound effect. Its most notable usage was being used as the whistle sound on the Hogwarts Express' locomotive in the Harry Potter film franchise. It is also where the sound debuted.
The locomotive that was originally thought to be used was that of British Railways steam locomotive #70000, a Standard Class 7 nicknamed 'Britannia'. But according to a railway magazine, it turns out the locomotive that was actually used in the recordings was British Railways #73082, a Standard Class 5 nicknamed 'Camelot'.
