This is a Skywalker Sound sound effect. It was created by Ben Burtt, and it debuted in Star Wars: Episode V - The Empire Strikes Back (1980). It was made by recording the LA freeway from a distance through a vacuum cleaner pipe. Another element of the sound may include a modified/processed variant of WB SIREN - STUKA SIREN HOWL as well.
