These might've been sound effects that were created by Skywalker Sound. It can mostly be heard in TV shows and/or movies that involve around, or include trains. The library that these sounds originate from is unknown, but it's likely that they were sound effects for the (formerly) long running British kids TV series, Thomas & Friends. They were used extensively for when trucks, or pieces of rolling stock were shunted or pushed around. It was first heard during the show's 4th season, starting with the episode titled "Granpuff". It could also be heard in some of the show's video games that were made over the years.
