This is a Star Wars/Skywalker Sound vocal effect that was recorded for Star Wars: Episode IV - A New Hope (1977). The voices were recorded by Ben Burtt and his friend Rick Victor on a trip to Vasquez Rocks, where they set up a tape recorder and yelled gibberish into the mic.
