This is a sound effect used in the Popeye shorts. The whistle that is heard in this sound effect was thought to have been from Disneyland Railroad no. 1 "C.K Holiday" however, this is unlikely because the sound effect used for Popeye’s pipe dates as far back to 1930's and DRR "C.K Holiday" wasn’t even built in the 30's because that locomotive would be built in 1955 (basically 25 to 22 years after Popeye's pipe) which would be a year before Disneyland would open up to the public. Because of this, it’s likely assumed that the whistle that was used for Popeye’s pipe tooting might come from a different locomotive entirely.

It is speculated that it may have actually came from the miniature locomotive no. 1001 from Eastleigh Lakeside Railway called "The Monarch" or a South Australian T Class. And that would actually make sense because ELR no. 1001 "The Monarch" was built in 1932 a year before the film series of Popeye the sailor came out and the Australian T class was built between 1903 to 1918.
