These are Nelvana sound effects that are not available on the Series 1000 Sound Effects Library, nor The General Series 6000 Sound Effects Library. It was used extensively for the Care Bears when they used the magic stare together that's coming from their bellies.

As for The Care Bears Movie (1985) and Care Bears Movie II: A New Generation (1986), the movie version of this sound effect sounds much more synthesizer that sounds more magical than the previous one.
