This is a sound effect possibly made by Bandai and later picked up by Kinetic Enterprises Co. The whistle element heard is a Japanese Government Railway (JGR) 3 Chime that was initially sourced from class 8620 #58654 but later got discredited. The bell possibly came from a Japanese railroad crossing bell.
But it was resently comfirmed that the engine responsible for the recording was a Japanese Goverment Railway Class 9600 having a double header with other class 9600, departing with a passenger train from Numazawa Station on the Yonesaka Line. the recording was made by Columbia Studio and re-released in September 21 in 1990.
the JGR 9600 class whistle is said to be recorded from unit #49681 (only the first whistle element from the original recording), but this could be true or not.
