This is a rare sound effect used by Soyuzmultfilm. It was created by Georgy Martinuk. This sound made a debut in animated short "Case with the Artist" (rus. Случай с художником). The sound consists of high-pitched trills on a harp and human vocals.
The sound effect usually used mostly for psychedelic moments. Also, for imitation of aliens, electronic, fly and water.
