This is a rare sound effect used by Soyuzmultfilm. It was created by Georgy Martinuk. This sound made a debut in animated short "Gunan-Bator" (rus. Гунан-Батор) as one of Mangus' growls. The sound effect usually used mostly for imitation of electronic machines.
