This is a rare sound effect that can not be found on any (already known) sound effects library, and it is going to be placed in the Unknown Sound Effects Library. It is mostly known for being used extensively for Elly, one of the main characters from the Spanish-British children's CGI television series, Pocoyo. Also, it's possible that this could be a Cartoon Trax Volume 1 or Roland sound effect, but there's no known evidence that proves that it is.
