This is a rare Disney sound effect that is not included on Cartoon Trax Volume 1 or the Hanna-Barbera Sound Effects Library. It was used extensively for Casey Junior's whistle in The Reluctant Dragon (1941).
The whistle is a (supossedly) custom built (Armonica like) whistle that can be seen in one scene in The Reluctant Dragon (1941), where a foley artist can be seen blowing into it during the sequence of the Casey Junior short where Casey quarrels with a tugboat over a drawbridge.
The sound was also used with a Sonovox as a modulator for voice actress Frances Gifford to use when she was talking as Casey Junior's whistle. In Dumbo, the whistle sounds were done by actress Margaret Wright.
