This is an anime sound effect used by Akihiko Matsuda, either created by Fizz Sound Creation or Shizuo Kurahashi. It was used as the whistle of Galaxy Express 999 and Galaxy Express 444 (as secondary whistle). The whistle is a Japanese National 5 chime that was sourced off from JNR C11-190 from its class. However, it's unlikely because C11-190 wasn't in operations in 1978. But it's unknown if there are pre-existing recordings of C11-190 blowing the whistle.
