This is a Skywalker Sound sound effect. It was possibly created by Randy Thom, and it debuted in The Addams Family (1991).
It's allegedly said that the whistle heard is the Southern Pacific 6 chime whistle that was sourced from Chesapeake & Ohio class J3a steam locomotive #614. However, this is highly unlikely, as the engine wasn't in service before or during 1991, until its restoration in 1996.
The whistle heard is most likely a Southern Pacific 6 chime from Southern Pacific #2472. it should not be confused with the high pitched version of SKYWALKER, TRAIN - DOLBY DIGITAL TRAIN WHISTLE.
