This is a Disney sound effect that's not included on the Cartoon Trax Volume 1 library. It’s their recreation of Sound Ideas, SKID, CARTOON - BROKEN SKID, and is usually a stuttering version of Hollywoodedge, Long Crash Tire Skid CRT055201. However, in at least one cartoon, a different skid was heard.
