this is a sound effect that can be found on the Major Records Sound Effects Library made by Valentino Music Company. Disney edited and created it's own version of this sound effect. The whistle that is heard is most likely a Great Northern 5 chime steam whistle.
Lots of locomotives were considered as the possible source of the whistle, like Rock Island #938 (RI 5 chime whistle), a Canadian Pacific locomotive (CP Standard 5 chime whistle), a Rio Grande locomotive (D&RGW 5 chime whistle) or even Alaskan Railroad locomotives like the 4-6-2 and 4-8-2 according to AlaskaRailroadGuy. However, this is all conjecture; the true origin remains unknown.
