This is a rare sound effect often used in reality TV shows to stir up drama or suspense. It has also been used in some animated shows. It can be heard in two variants, both from Spectrasonics' Distorted Reality sample CD: "Oil Can Bow" (with the trimmed beginning and added pitch bend) and "Rusty Spoke" (full sample).
