Susan Ross was running against Charles "Chip" Putney until Olivia Pope took over her campaign and helped her become Senator of Virginia.

Senator Lewis McDonnell was going to be replaced with Charles "Chip" Putney; who was Abby Whelan's abusive ex-husband and Leo Bergen would be running his campaign. Abby doesn't want "Chip" back in her life; especially not working within The White House. Abby asks Olivia Pope to do whatever she need to do, to make sure that "Chip" doesn't replace Lewis McDonnell.
The only way to make sure that "chip" never returns to The White House and to make sure he never sees Abby again, is to make sure that his opponent Susan Ross wins her Senator campaign - Olivia Pope takes it on herself, to make sure that Susan wins. Olivia Pope transforms Susan into the Senator she is supposed to be, her image is transformed. Her adorable daughter Casey Ross becomes the star of Pope-produced campaign spot that goes viral.

Olivia says that she’d advise Abby to tell the world what Chip did to her if she were her client. Abby tells Leo just what kind of man his client really is. This has Leo taking action to make sure Chip loses. He denies doing so to Abby as they share a drink in the White House press room. They also share a kiss.
