Jay Karnes - born June 27, 1963 in Omaha, NE - is an American actor, who portrayed Phil Stanner in the second season episode Top of the Hour.
He is married to actress Julia Campbell, with two children. He majored in Theatre and Political Science at the University of Kansas and graduated in 1989.
Jay is best known for his recurring role as LAPD Detective Holland "Dutch" Wagenbach on the FX television series The Shield; he appeared in all seven seasons of the series.
