Diane Greenwald is a United States Senate member whom Olivia teamed with to test Cyrus's loyalty to Mellie.

History

To honor both Frankie and Luna, Mellie’s administration is pushing the “Vargas Bill,” which awards all American students four free years of college education. In order to implement the bill, they need United States Senators' votes and Olivia put Cyrus to persuade Senator Greenwald to vote yes to the bill.

When Cyrus meets up with Greenwald at a restaurant, she tricks his mind into thinking about when he is serving as the VP to a Republican, he could be the President. She also points out that he is the "liberal dream" with details like he's gay who has an adopted black baby, who ran with a Latino Democrat and who spend time in prison for the crime that he didn't commit. She tells him that if he changes his mind, give her a call and then, leaves the restaurant.

He first considered to take the offer but he changes his mind when he sees that Mellie really wants to work together with him as a team. He then declines the offer by telling her off that waiting another four years is too long and that they should pass the bill now.

She calls Olivia after Cyrus left her office, telling that he didn't take the bait and that Cyrus can be trusted.
