Created on 2012 by members of the RSCP Foundation and myself. Clearence Level: ELITE.

It's time to send in the thieves.
Consisting with a band of elite-criminals and impersonators that deals with many crimes that seems absurd for the GFA to conduct. From a Petty Theft to a Rouge Political Figure, they had chances all the way. With them being the playing deck that can win anything against the ace. Commonly explained as group of feared (and often misjudged) animal outlaws.
Their leader, Mr. Wolf, lead this group with 100% accuracy. Despite their reputation for villainy, Mr. Wolf harbors a secret desire to be good. Tired of being stereotyped and feared, he orchestrates a daring plan to prove that the Bad Guys can change their ways. Personal notes from Mr. Fox quoted that if they had a chance to improve this initiative, his idea maybe the first to be scene.
History
They were first proposed in 2007 when R5-5 and several RSCP command find a empty hole which was that their operations maybe against international laws. According to RSCP guidelines, they must have a department for coverups.
Mr. Fox, knowing the idea of an initiative being a known set of criminals could risk GFA (even with R5-5's reasoning), he denied it in the first proposal for reasons of possible risks if the word came out that the initiative was revealed to be a GFA Initiative.
Until in Early-2012, he reluctantly accepted the updated proposal as of the inclusion that the initiative will be falsified as a outlaw gang.
On March 2012, Mr. Wolf (a freelancing criminal) was discovered by GFA-Officials and gave him an offer; complete a contract and receive an offer "he surely won't refuse".
