The T.P.O is a company that monitors Telamon Sea weather patterns and sea level rises. The "pads" are giant ships that float on water with several rooms and hallways. In 2011, the existence of the T.P.O was revealed after a hurricane obliterated it. Pieces of scrap washed up in the Telamon Sea until the trash was picked up by a search and rescue crew. The 38 crew members on board all perished except for seven of them.
