RISING CITY
Rising City is a largely vast city in the heart of Jailbreak County Island. It has multiple large skyscrapers, and an increasing large Police Force. It is also called the City in Jailbreak County Slang and is one of the main locations of Jailbreak County. It is known for its large size, easy access, and high concentration of robberies and other major locations in the city. It is located next to the county's desert and dunes.
Overview:
Locally referred as the City, it was renamed to Rising City as of April 2nd, 2022, which was taken from a naming suggestion given by Br0kenSyniLai. Rising City's original name is unknown, however. Rising City's most frequently robbed targets include the city's banks, the city's bank trucks, and the city's jewelry stores. This is then followed by the city's gas stations, the city's museums, and the city's power plants, placed close to the top three most frequently robbed targets. In addition, if there is a cargo train and a passenger train, those places get robbed too, but usually robberies occur whenever those trains reach the city's train tunnels. Furthermore, Rising City is where most of the city's hospitals, the city's police headquarters, the city's criminal bases, the city's garages, the city's control towers, and the city's apartments play a notably significant role in the county. Rising City also contains many vehicle dealerships. A typical vehicle dealership would sell one or more of those vehicles: Ambulance, Camaro, Concept, Cybertruck, Eclaire, Helicopter, La Matador, Little Bird, Model 3, Roadster. Typical vehicle dealerships currently do not sell the Brulee and the Megalodon.
As all the roads in front of the city's prison lead to Rising City, criminals and police can often be seen passing through here after escaping the city's prison. When night approaches, the buildings will typically light up one after another starting at approximately 8 PM, and turning off one after another typically at approximately 4 AM.
Major Disasters:
Rising City has not been immune to major disasters throughout the history of Jailbreak County. Here are some recent major disasters if one does not believe this is the case.
Eruption of Jailbreak County Volcano in 2018:
During November 8, 2018, Rising City was destroyed by a volcano. It first spewed out lava, destroying the criminal base. Lava then headed towards Rising City. Rising City experienced an earthquake as the buildings sank into the ground. Robbers had to rob their building before their building sank with the ground. Eventually, every building sank to the ground as the shaking ground to a halt.
Between November 8, 2018, and December 20, 2018, Rising City was rebuilt from the now flattened land. As Rising City was rebuilt, shaking slowly resumed. By the time December 20, 2018 came, shaking was more intense than what was witnessed earlier. This proved that the city was seismologically retrofitted. As well as the seismological retrofitting, the city also had its first hospitals, its first apartments, and finally made the lower floors of the city's banks (which was indefinitely slated as "under construction"). The banks were also made dramatically taller than the previous ones that had sunk under. Then, the shaking ground to a halt once again. The city was inhabitable once again, but had to be mapped in order to open it up for tourism.
On December 21, 2018, a mapping project began to map the city. It was completed in one day.
On December 22, 2018, with much fanfare, the city was now officially open.
Any Robloxians who lived on the city's apartments did not get their money back after the city was reopened.
A survey was done by the Robloxian Geological Survey (RGS) completed at November 9, 2018 concluded that the city sank due to the city's infrastructure not being seismologically retrofitted, contradicting previous pseudo-scientific conspiracy theories that the city sank is because many Robloxians criticized the city's lack of "detail", which to the RGS, was considered to be "pseudo-scientific conspiring fringe" as "detailed" cities also are prone to being destroyed from a volcanic eruption. Many Robloxians who have survived the eruption still believe this theory, though.
Atomic bombing of Jailbreak County and its aftermath:
On April 4th, 2020, the county's military base was hijacked by the criminal elite, causing an atomic bomb to be launched. Luckily, it hit a rural part of Jailbreak County. However, its aftermath can be felt all throughout Jailbreak County. For Rising City, meteorological thermodynamics, such as convective available potential energy and lapse rates, were "boosted", creating a conducive atmosphere for destructive thunderstorm formation. Later, a rainstorm formed in Jailbreak County. It first started as a mere drizzle as rainfall rates first reached 0.02083 mm/hr, then 0.0625 mm/hr. Most of the current conditions said there was no precipitation, light mist, or mist as the precipitation was hardly noticeable initially, with 0-10 dBZ being recorded throughout the county. As the rain got heavier, it started to rain 0.5 mm/hr with a county-wide 15 dBZ shown in the radar. As it started to register 20 dBZ, the radar started describing it as rainstorm as it pummeled very light rain. The rain got heavier again, as the very light rain made way to light rain and registered 25 dBZ. The rain stopped being light at the time it reached 2.5 mm/hr. As the rain continued to get heavier, it turned to light-moderate rain as the radar registered 30 dBZ. The radar shortly after registered 35 dBZ, and the rain was started to be classified as moderate. Eventually, the rain reached 10 mm/hr. The rain got heavier once again, initially faster, with the radar registering 45 dBZ and the rain starting to act heavy. It reached 50 dBz, and the rainfall reached 50 mm/hr. Soon after, peals of thunder could be heard as the wind began to howl like domesticated Robloxian wolves and the rain started to become very heavy, reaching a peak of 100 mm/hr and 55 dBz in the radar. Winds reached 20 mph, then suddenly climbed to 65 mph. Soon after, a microburst and gust of 80 mph caused large hailstones the size of baseballs to fall out of the sky. Radar reflectivity spiked to 65 dBz and remained here, possibly for hours. Soon after, hook echo development commenced on the system. As the hook echo was nearing completion, a tornado vortex signature was visible at the geometric centroid of the hook as a mesocyclone was developing here. By the time the mesocyclone was fully developed, base velocity and storm relative motion radar footage revealed that a powerful wind was heading towards the radar while that same powerful was heading away from it, indicating potential funnel formation. Automated Robloxia Weather Service computers operating in the city of Rising City began to place a tornado emergency polygon, with the entirety of Rising City in it. An REAS was sent out:

Later, a funnel cloud was spotted by storm spotters. Robloxia Weather Service meteorologists confirmed that a funnel cloud was developing. At 1001 AM, the funnel cloud touched down southwest of Rising City in the rural part of the city. It then moved northeast at 70 miles per hour, not doing any rural damage. By the time it went to Rising City, it was already a tornado capable of EF5/complete destruction as its wind speeds were measured to be 290 miles per hour from a blue Doppler on Wheels truck. The tornado, now wide as the city limits itself, started to totally destroy the city's infrastructure and toss any vehicles it could find, first impacting the city's banks, then moving onto the city's bank trucks (of which it tossed them like Roblox toys), then moving to the city's jewelry stores. The tornado then shifted towards the city's gas stations, the city's museums, and the city's power plants. Shifting again, the tornado then tossed a cargo train and a passenger train in the towel, despite them in train tunnels when the tornado struck them (the tornado first destroyed the train tunnels [which were initially thought to be sturdy buildings and storm shelters], then it tossed the trains, now exposed overground and were, by definition, in the exterior). Yet shifting again, the tornado destroyed the hospitals of the city, the police headquarters, the criminal bases, the control towers, the garages, and the apartments. Finally, the tornado shifted once more to the northeast, where it destroyed the last remaining buildings: vehicle dealerships, which had all of their vehicles tossed in the sauce before lifting outside of the city limits to the northeast of the former city center. Virtually the advice given to civilians was not applicable at all, except for the underground part. Because of this, some Robloxians actually survived the tornado. The tornado also lifted earlier than anticipated.
As the mesocyclone stopped rotating, the destructive thunderstorm was ready to weaken to a considerable as hail became the size of golf balls and the wind died to 55 mph. However, it still gusted to 70 mph. The wind died further to 43 mph, with gusts at 60 mph and hail the size of quarters, before the gusts and hail died and winds were at 20 mph, then 0 mph. As the rainstorm abated in intensity (reflected in the logarithmic radar reflectivity), many Robloxians had hope that they can rebuild their city. However, all of a sudden, due to the city's storm drains being filled to the brim with rainwater, the city began to flash flood. The Robloxia Weather Service meteorologists, in their underground storm bunker, issued their last warning prior to their building being inundated:

Many Robloxians in Jailbreak County listened to those evacuation orders. For the unfortunate few who have their homes intact, they had to stand through this:
“This is the Central Robloxia Broadcasting Service. This city has been flash flooded with overflowing storm drains. Communications have been severely disrupted, and the number of casualties and the extent of the damage are not yet known. We shall bring you further information as soon as possible. Meanwhile, stay tuned to this wavelength, stay calm and stay in your own house. Remember there is nothing to be gained by trying to get away. By leaving your homes you could be exposing yourself to greater danger. If you leave, you may find yourself without food, without water, without accommodation and without protection. Make sure gas and other fuel supplies are turned off and that all fires are extinguished. If mains water is available, this can be used for fire-fighting. You should also refill all your containers for drinking water after the fires have been put out, because the mains water supply may not be available for very long. Water must not be used for flushing lavatories: until you are told that lavatories may be used again, other toilet arrangements must be made. Use your water only for essential drinking and cooking purposes. Water means life. Don't waste it. Make your food stocks last: ration your supply, because it may have to last for 14 days or more. If you have fresh food in the house, use this first to avoid wasting it: food in tins will keep. Eventually, the floodwaters abated. When it did, there was the Emergency Action Termination.
Eventually, Rising City was rebuilt. However, some of the blueprints used by the architects were left behind to be blown away by the tornado and had to be be replaced with new and more creatively-designed blueprints that when followed to meticulous precision, allowed those buildings to have the "new" and "creatively designed" aesthetic. Affected and replaced blueprints included the city's bank blueprint templates, the city's jewelry store blueprint templates, the penthouse apartment's blueprint, and the city's control tower blueprint templates along with all the other less notable blueprints. Some Robloxians believed that the disaster did not exist in general.

| The Event Tower is the second tallest skyscraper in Rising City, and serves as a showcase for Jailbreak County events, such as the RASCAR Event and the Rising City Grand Prix. When there are no events, Event Tower serves as a typical skyscraper that one would find in Robloxia. When an event occurs here, however, it usually is the home of temporary dealerships, where Robloxians can purchase multiple event vehicles. The generic skyscraper turns into a store with additional event merchandise available. So far, the only currency accepted in the store is Robux. |

| Another popular robbery location for criminals, museums are where the city's heists take place. They are difficult to get to, as they are usually located on top of a hill, with a windy and slim road. It is recommended that criminals pair in teams of two or more when robbing the location. The heists, if successful, usually compensate for the difficulty. | |
| Scattered on the side of a mountain near the Rising City museums, those locations only house the criminal elite. They were built on December 22, 2018. It is a lair for the criminal elite. It used to be near the dealerships of the Arachnid and Raptor, but now all of them are near one of the four La Matador dealerships. Similar to the Criminal Lair, the base also has a projector, with a device connected to it that displays a map of the Secret Agent Base when in screensaver mode. |
Population
Rising City is considered to be a large town (a city by the Robloxian Census) but has one of the highest crime rates in all of Robloxia, making it a not so peaceful place. Even with a high rate of crime, it maintains a nice steady population averaging around 200,000 Robloxians.
Law Enforcement
Due to its high rate of crime, Rising City has a huge police force to defend its streets. Currently right now, the Police Force (or the Rising City Police Force or RCPF, as it is called) is made up of 20,000 officers that are from all across the country, most of which are ex-military. There is a large police headquarters which is located on the edge of the city, which holds a garage of over 60 police interceptor vehicles, two helicopters on helipads, a shooting range, a full security room with cameras all across the island, and a large armory full of a vast number a weapons and defensive tools. RCPF also has a fairly large SWAT Team, which is sent out in the most deadliest and dire of situations.
Businesses
Even with a large crime rate, Rising City has a lot of sweet businesses for its citizens to prowl through. There are many things from the city's mountainside museums, to the most technologically advanced and heavily protected banks in the whole country, jewelry stores, and even hypercar dealerships. It was also previously home to an old recording studio for RB Battles a few years back, and also used to have some buildings for RASCAR and their racing teams.
Events
Rising City does not hold many events for the fear of major crime attacks and robberies, but will have some occasionally. There are some basketball tournaments held in the city most times, along with a small baseball diamond being found in the town for some small games. The town has also held the RB Battles tournament a few times in the past years, and has also had a disco dancing event a few years back. The biggest events held though have probably been motorsports, such as the Badimo 200 RASCAR Race, and the Rising City Grand Prix sponsored by Formula 1.

Rising City was the second city to be annexed to Jailbreak County.
Rising City even has its own procedure for rebuilding during a natural disaster. When dealt with a major natural disaster, the city's banks and the vaults, the city's police stations, the city's gun shops, and the city's jewelry shops are usually rebuilt first.
The atomic bombing of Jailbreak County may have affected Rising City's climate. Prior to the atomic bombing, Jailbreak County had a climate similar to Harris, Brickland, but after the atomic bombing, the county's climate shifted towards a climate one would usually find in a lake in a desert in Brickland.
