The New Capital Planning Commission (Ro-Portuguese: Comissão do Planejamento do Capital Novo), (called the CPCN from its initials in Ro-Portuguese) ,is a governmental organization which reports directly to the Ministry of Planning, created to coordinate the development of the city of Port Sebelsti. It was formed in 1999, however, its duties officially were enacted in 2003. The organization is headquartered at the CPCN Centre in Port Sebelsti, and acts as the primary owner of land in the capital that is not already privately owned. It is incorporated as a State Owned Public Benefit Corporation, meaning it is entirely publicly owned, but does not act as a for profit entity. Its director is appointed by the president, and remains in the office until they retire or are removed.

The CPCN’s 60 member board is the primary authority for construction and management of the city’s planning, and, along with the City Council, acts as the de facto lower house of the legislature of Port Sebelsti.
