Special Containment Procedures

RSCP-099 is impossible to contain due to its nature. Robloxians affected by RSCP-099-1 are to be given short-term amnestics. Any conspiracy theories or general mention of RSCP-099, anything similar to it, and any discussion suggesting that RSCP-099 is a real phenomena or anomalous is to be shut down and deleted instantly. The Bloxtan Government has been given a basic brief on RSCP-099 and advertising visiting the nation is not being done anywhere in Bloxico to avoid potential instances of RSCP-099-2 thinking of Bloxta.

Description

RSCP-099-1 is a rare mental/cognitive disorder that occurs ONLY in Bloxican males of any age, in which they have a recurring semi-lucid dream that they are visiting the island nation of Bloxta. All documented/reported cases are the subject (RSCP-099-2) sitting down in a barber shop waiting room, waiting. According to RSCP-099-2, they intuitively believe that the time is 6:58 PM at night and subjects often describe everything that is happening, using specific vocabulary. Here is one of these descriptions that a subject had said:

I've been to Bloxta before. I remember, it must have been 6, maybe 7 PM at night. No, I think it was around 6:58. It was humid outside and I was sitting in a waiting room of a barber shop, next to a man who was in his mid-30's. It was about 70 degrees outside, I could feel the warm moist air hitting my arm, flowing through the hair on my forearm (Specific subject reciting this did not have any hair on his forearm.) and people were talking and chattering outside by the door to my right. I could occasionally see people walking by. I saw a scooter parked next to the shop, and the license plate said Bloxta. - Anonymous Bloxican who is affected by 099-1

Subjects claim they cannot move in the dream/memory and even at their own will, they are unable to do anything but breath, blink and close their eyes, and occasionally itch their arms or legs. This can happen at random times against their will. Another act of RSCP-099's disorder, is that 099-2 instances are not curable and also have a compulsive obsession with dressing up in Bloxtan-style clothing, eating food that was made or commonly eaten in Bloxta, and of course being obsessed with Bloxtan culture as a whole. This only happens every once in a while, every 3-9 weeks. However, this can increase exponentially depending how close 099-1 is to Bloxta.

The Foundation has attempted to visit the barber shop that is described by RSCP-099-2. It does not actively exist; however, the street described by RSCP-099-2 does exist, and the Foundation on September 12th, 1999, inspected the area where the barber shop should have been, which it did. According to the district manager, the shop was in service from 1947 to 1968 when it shut down due to the owner of the barber shop filing for bankruptcy. As far as records go, no visitors of the actual barber shop have experienced any anomalous activity. A strange report that is most likely connected suggests that a resident of Bloxta, by the name of Alberto R. had met a strange man at the barber shop, who had not talked, and had his head fixated toward the street outside, past him and the chairs. The man did not seem to acknowledge Alberto's presence. The man also matched the description from RSCP-099-2 instances, being average height, having facial hair, hair on their right arm, a mole on the left hand, and a small scar on the palm of their right hand. According to Alberto, this man appeared to be Bloxican. Alberto did not recall when this happened, but he believed it to be in January of 1963 due to him moving out of his parent's house to move into an apartment near the shop.

The Foundation has acknowledged this story and the owner of the shop was contacted for further information. The owner of the store reportedly fled to Ro-Italy, however no trace of the owner of the shop was found. A connection with the owner and the Ritalian Mafia has been found, however interrogated members claim that the owner is living by himself in a secluded area. All interrogated members were terminated as all of them refused to give any more information. It is believed that the man described in Alberto's story is connected to RSCP-099, however there is no way to confirm.

A local legend among the Bloxtan youth has alleged arised, both in person and on social media in Bloxta, being that a ghost of a man can be found and encountered at the location of the once-was barber shop. The Foundation investigated this claim and there was no truth to it. However, a false mission person's report was filed by the Foundation in hopes to track down the owner of the barber shop and the possible real life counterpart of RSCP-099-2. 3 leads have surfaced (the reports mentioned above) however mostly nothing has come from this. It is likely that the "real life" counterpart of RSCP-099-2 will never be found. It is not known if this person is anomalous themselves. Representatives of GOIs have also denied involvement with RSCP-099.

Discovery

In August 1999, multiple male Bloxicans reported to their therapists or other people of the formerly mentioned "Bloxtan barber shop waiting room" and also had been experiencing symptoms of RSCP-099-1. Eventually, after a large Bloxican news station told the nation about RSCP-099-1 cases somehow appearing only in male Bloxicans, The Foundation managed to give short term amnestics to those affected by RSCP-099-1 (about one sixth of the male Bloxican population in Roblox). They covered up the story as a government-testing project as an attempt to implant computer chips and memories in brains that inevitably failed. This somehow was a widely accepted answer.
